Health Information System (HIS) Advisor - USAID Health System Sustainability Activity - Timor Leste

Abt Associates seeks a qualified Health Information System (HIS) Advisor to support the Activity in Timor-Leste. The HIS Advisor will be responsible for managing and supporting all technical aspects of HIS strengthening activities and promoting use of HMIS data for evidence-based decision making and planning. Within the HSSA, the Health Information System (HIS) will work closely with Senior Technical Advisors, M&E team, LHSS home office-based operations, finance, and Abt’s Data & Digital Services Department. The Advisor t will report to the Health Governance and Finance Lead.

Key Roles and Responsibilities

The HIS Advisor will have the following duties and responsibilities to strengthen HIS initiatives related to Health Governance:

  • Lead the Activity objective and task related to Health Information System and Digital Health. The task and interventions will be derived as per the Ministry of Health action plan to strengthen data analysis capacity to improve health governance. These tasks and intervention will include, but not limited to, developing concepts, planning and implementation as per the following.
  • Support and coordinate with the HMIS division and M&E Division of MoH on strengthening and promoting use of data and information for evidence-based decision making, planning and monitoring.
  • Assist MOH in building systems for regular data analysis and provision of regular reports on program indicators to concerned programme officers at MoH and Municipalities.
  • Provide support in strengthening HMIS reporting through TLHIS (DHIS-2) by extending hand holding support to municipalities.
  • Assist MOH to review, develop and/or update HMIS guidelines, M&E guidelines and data dictionaries. 
  • Assist MOH to develop mechanisms to improve data quality and support in development of a competent core HMIS team at municipality level to provide needs based HMIS training to health facilities and follow up implementation of HMIS.

Preferred Qualifications

  • Bachelor’s Degree (Master’s Degree preferred) in a relevant discipline–IT, computer science, public health, digital health, data analytics, knowledge/information services, or any other related field
  • At least 5 years of relevant work experience after bachelor’s degree, OR Master’s degree/PhD with 3 years of experience.
  • Minimum one year of experience in working with HMIS/ iHRIS /or any other digital health platforms 
  • Experience with open-source applications /DHIS2 preferred
  • Demonstrated ability to work effectively with government counterparts and coordinate various actors such as different units, other ministries and government agencies, donors and NGOs.
  • Ability to work both independently and in a team environment where there is understanding of how the interventions are linked to larger Activity goals.
  • Familiarity with health systems strengthening concepts will be an advantage.
  • Familiarity with donor-funded projects especially USAID will be an advantage.
  • Excellent oral and written communication skills in English
  • Fluent Tetum writing and speaking skills required
  • Portuguese writing and speaking skills preferred
  • Timorese nationals are strongly encouraged to apply
  • Travel to municipalities -50-70%

Bachelor’s Degree + Five years of relevant experience, or Master’s Degree + Three years of relevant experience, or PhD
